Gatundu administrator charged in Kitui court with graft

Gatundu North Deputy County Commissioner Fredrick Martin Muli was Wednesday arraigned in a Kitui court on four corruption-related charges.
Mr Muli is alleged to have irregularly procured county government vehicles for Kitui in 2013 when he served as interim county secretary.
He surrendered to anti-corruption officers in Nairobi and was taken to Kitui where he denied the four charges before Principal Magistrate Johnstone Munguti.
He is facing the corruption charges alongside Mr Gibson Njamura Kanyi who is yet to surrender to the Ethics and Anti-Corruption Commission officers.
The charges read that on August 27, 2013, he failed to comply with regulations of public procurement and disposal regulations by buying two vehicles registration numbers KBU 910T and KBU 954T.
The second charge stated he procured the vehicles without the approval of the tender committee, contrary to procurement laws, while the third alleged that he purchased the vehicles without following the annual procurement plan.
Mr Muli is also accused of purchasing the vehicles without prior planning and without relevant inspection and acceptance certificate.
The DCC had been seconded by national government through the Transition Authority to set up operations in the devolved units and prepare for the swearing in of newly elected governors.
He served in various capacities under former Kitui Governor Julius Malombe until 2017 when he quit and was recalled back to the national government and deployed to Gatundu as deputy county commissioner.
He was released on a Sh1 million bond with two sureties.
